The
main executive body is the Cabinet of Ministers, composed of the Prime Minister,
First Deputy Prime Minister, other Deputy Prime Ministers and other Ministers.
The current Prime Minister is Yulia Tymoshenko.
The Prime Minister and other members of the Cabinet are formally appointed by Parliament. The candidate for Prime Minister is initially selected by the majority coalition in Parliament and then formally proposed by the President. The President also proposes candidates for Minister of Defence and Minister for Foreign Affairs. Other Cabinet members are proposed by the Prime Minister.
The Cabinet is accountable to both the President and Parliament. The latter approves the annual state budget prepared by the Cabinet and monitors its implementation, approves the Cabinet’s proposed programme of activities, and otherwise oversees the work of the Cabinet.
The Cabinet is required to resign following the election of a new Parliament, to allow a new Cabinet to be appointed. At other times the Cabinet can be dismissed by Parliament.
